Free Fraud Management Filters is available at no cost for merchants with PayPal business accounts
Advance Fraud Management Filters are also available for Website Payments Pro merchants for a monthly fee and a per-transaction fee
Merchants choose which filters to use, and what values to set for those filters, so settings can be tailored to the merchants's particular business needs.
